Sarah Hugg-Turner is the General Counsel for the St. Louis Housing Authority. As the chief legal advisor to the Board of Commissioners, Executive Director, and all Department Directors, Ms. Hugg-Turner oversees all legal matters involving or relating to SLHA, including litigation, public housing law, Housing Choice Voucher Program (HCVP), HUD rules and regulations, landlord and tenant issues, real estate, redevelopment, contracts and procurement, personnel, employment, relevant local and federal statutes, inter-agency issues and other administrative functions.
Ms. Hugg-Turner has an extensive background in both litigation and housing law. Immediately prior to joining SLHA, Ms. Hugg-Turner served as a managing attorney with Legal Services of Eastern Missouri’s Housing Law Program. She is a proud graduate of the University of Wisconsin Law School and has been recognized by both Missouri Super Lawyers and Missouri Lawyers Media for her achievement and commitment to her community.
